Nuclear download doesn't work when download is paused halfway and app is closed (repost of #1540 since it happened again)

In #1540, I said that a restart fixed the problem. However, a restart seems to fix it only temporarily. Based on my testing, restarting only seems to fix it occasionally.

Playback is not affected and the other parts of the app work as normal.

Does it still happen? #1716 should have fixed the issue with downloads that do not restart.
