Libre.fm is a free-as-in-freedom Last.fm replacement powered by GNU FM. It would be great if nuclear could support Libre.fm in addition to Last.fm.

Why not. Do you know where to find some API docs? Any application authorization with the site's hosts required?

It looks like there's some documentation here,

https://git.gnu.io/foocorp/librefm/wikis/Librefm_API

and according to this page

https://git.gnu.io/foocorp/librefm/wikis/Librefm_API_methods

it appears that some but not all features require authentication.

Ok, if I can figure out how to scrobble tracks, I'm gonna add support for this.

On this regard, you could also check https://listenbrainz.org/, which is the open source version of AudioScrobbler®.

Any update on this? Is this idea still in development?

I haven't added support and I'm not working on this, since I'm currently focusing on improving the quality of existing features before introducing anything new, but contributors are welcome to pick this up.
