Explicitly call PowerOnTask to allow DRS to function

For some reason, using the powerOn option of CloneVM prevents DRS from working. In practice, this means if I vagrant up a lot of VMs, they all go to the same host, and then have to migrate to the proper host. With this patch, the VM is simply started on the right host.

Note that I have only tested with clone_with_vm = true.

So after two years I reinstalled vagrant-vsphere only to find this still wasn't merged. Could someone merge this, or tell me what I can do to help?
