Blocked on https://github.com/nodejs/build/issues/3214. Until that gets addressed, we can't drop support for 14.x, which is what this update requires.

Rebased on top of https://github.com/nodejs/github-bot/pull/533. This needs that to land first. Putting this into draft mode for now.
