Move nodejs-ci-health-dashboard to the Foundation

(sorry, I thought I replied here but apparently I forgot to hit "Comment" days ago :upside_down_face:)

We have a nodejs.org DNS entry pointing to the dashboard now, and I moved the infrastructure to Glitch (which makes maintenance considerably simpler). If folks are interested in contributing and evolving the dashboard, I think moving the repository to the foundation (which was the goal of this issue) makes sense. Otherwise we can keep things as they are for now.
