I wanted to confirm whether the code signature has changed from 'Nicolas Oelgart (8JR6HMQNDE)' to 'putio-adder' in the latest release?

yes, the old signature was not working because I'm not enrolled in the Apple dev program

Is it possible that homebrew still uses your old one?
