Provide versioning information

We currently not provide versioning information for all nfc-tools projects (see nfc-tools/libfreefare#46).

I feel like the Semantic Versioning Specification is the way to go as it's already almost what we try to do. Any objection?

If you decide to do this, please have the courtesy to declare the API of the libfreefare as stable as soon as possible. Having an unchanged but “unstable” API in the libfreefare for three years without any new releases is a really shitty situation.
