Unable to delete and manage cicles as administrator of the nextcloud instance

the super admin should be able to delete and manage circle. in my shool installation i have circles, created by long gone users that i can't get rid of ?!

you can delete those using occ on the cli.

This option is really needed for education usecases. Should go along with the possibility to restrict the creation of circles to certain groups.
