Investigate desirability of open sourcing Java Agent Gradle plugin

Description

Need to do some customer-facing research to determine how desirable it is (or could be) to open source and release the internal NR Java Agent Gradle plugin or not.

That plugin:

• Creates an agent and agentExtension configuration
• Copies dependencies for those configurations into the main distribution

Does that automation provide value to customers on a broader basis?

Acceptance Criteria

Need to engage with a few customers, perhaps have them try out the current plugin and get feedback on whether it's useful or not.
