[WIP] Add manifest spec

Adds proposal for manifest configuration format & type system.

Note: only string type is currently supported by CLI. Other types will be supported soon

These types will be used to step users through setup & are used for input validation.

Below is an example of how CLI uses manifest to guide users through setup steps.
