Allow suzieq-cli to run on windows

Please support suzieq-cli standalone to be installed on windows.

The following steps are required:

  1. decouple pandas engine from the cli
  2. provide only CLI compatibility in "rest" mode
  3. provide an installer for windows
  4. on startup the server should be requested (and saved), then user clicks on connect and access the CLI
  5. step 4 would allow to have multiple servers and select which one to connect to
