Add circular histogram (d.polar)

There is simple example in comments inside Geomorphometry II: Spatial and Temporal Terrain Analysis (grass/terrain_analysis.html). It is unusual but possibly enlightening view of the data.

In GRASS GIS GUI it currently works only as a command layer. A pure GUI way is needed to make it accessible to all.
