Add disabled option

I think that it would be nice if the library has the disabled option to disable moving gutter for some condition. It will have a resizable and unresizable state.

Yes! I second that.

For example I have a three part vertical split, with the top one being the toolbar that I don't want to resize. Instead to have to create a div and the gut outside Split for this, It is much more convenient to have it as part of Split creation.
