Fix #47 #48

This PR fixes two problems. (#47 & #48)

in #47:

ceHigh option does not exists somehow; CE was pulled low; PRX was not listening;

in #48:

W_ACK_PAYLOAD won't trigger TX_DS or MAX_RT at the first place.
