Command failed ack overload on GDS

Operator was getting a ton of popups of "Stop all motion failed because motors are idle don't want to start them up due to a fault".

We are going to change GDS to display errors in a status bar instead of via pop-ups.

Will get rid of pop-ups and add radio button to turn red when there is a failed command. Clicking on it will open the log.

Interns tried to fix this but it wasn't completed. Katie will work on this when she has time.
