Adding get_bgp_neighbors()

Adding get_bgp_neighbors() and supporting function bgp_time_conversion().

The function has been tested on about 150 different S6720 devices running V200R013C00SPC300. All devices have different amount of neighbors and VRFs (vpn-instances) configured and there has been no issues with the code.

@kaninjanne The PR have conflict to merge, and I also conducted a local test, but did not get the result. Could you please help to submit PR again based on the existing warehouse? Thank you
