chore: create `dependabot.yml`

This will create automatic PRs to update both dependencies + actions used in workflows, so we won't need manual PRs like #34 anymore

Like I did for @voxpelli in https://github.com/mysticatea/eslint-plugin-node/pull/309

For people following this PR: we've started already with our own fork in order to not hold the wider community back anymore: https://github.com/eslint-community/eslint-plugin-mysticatea

@mysticatea We would still love to move the original repo to the new https://github.com/eslint-community though.
