Experimental features are treated as unsupported

It was pointed out in #210 that experimental features are treated the same as unsupported ones. This is less than ideal, as while it's not possible to use unsupported features, many people use experimental ones (especially ESM). Ideally there would be a distinction between the two, maybe by splitting the rule.
