IPython magic?

Thank you for developing this! I think it would be very useful to use this with an IPython magic command, similar to the approach taken by this extension (which seems to be unmaintained). This way, the user doesn't have interact with the settings to use the extension, and can more flexibly control the notifications on a per-cell basis. Also, the notification logic will be visible in the notebook as code, which makes it easier to share and version-control.
