Packaging an application instance for Chrome would be insanely useful and allow us even more powerful integration with the OS.

Can you elaborate on the use cases a bit more? Is it a chrome app?

Yes. For example, direct clipboard access. Of course, the "integration with OS" would all be new features to be implemented.

What would be the full use case? Notebook is wrapped as a Chrome app and?

Three years ago is a long time, sorry. Probably just things like having a local build of the application for offline use, etc. The project went in different directions though, but it'd be possible to have local and hosted versions, for instance - where the local version would provide more useful functionality. For instance, if it's a Chrome app you can remove the CORS proxy.
