Add packaging infrastructure

https://github.com/owntracks/ocli/pull/4 worked well for ocli, so we might also want to apply this here.

#506 and #509 significantly improve packaging already, so I believe we can close this issue.

Because people are still struggling to set up the systemd unit configuration properly (#566), we may want to revisit this topic and add a packaging infrastructure based on fpm as well.
