vo_gpu_next: add an option to control bitmap subtitles peak for HDR

Users may want darker subtitle brightness for HDR viewing

Don't apply it for video screenshots

I initially wanted to add an option to customize the brightness of the image subtitles for HDR output, but after testing found that any value other than 0 ended up rendering as 203.

Text subtitles don't seem to be able to specify output brightness, perhaps others know how to do this

Edit: Maybe it should be disabled by default to mimic the behavior of other players?
