Consider adding guidelines for frequency of code reviews. I suggest very frequent code reviews.

Great idea! This dovetails nicely with the research behind only doing short code reviews.

Yes definitely. Encourage people to do short code reviews, but encourage them to do so in a timely fashion. You wouldn't want people calling for short code reviews weeks after they've invested work in a project.
