[Bug]: Emails are not correct for awaiting review state

What happened?

Verified https://github.com/mozilla/addons/issues/1765 and https://github.com/mozilla/addons/issues/1766

If there's add-ons without approved versions for example a first version awaiting review and it's force disabled then enabled the email sent is stating that it's restored and available.

or

What did you expect to happen?

Not sure how it's supposed to sound, maybe loose "it is now available..." and "has been approved" parts.
