Disallow top-level `metadata` fields

metadata is a top-level field added during ingestion (for both GCP and AWS) and should be disallowed for pings.

Other top-level fields to be added during ingestion that we should disallow:

  • submission_timestamp
  • sample_id
  • Anything prefixed with normalized_
