Prevent more than 2x `count` from ever being provisioned in a single run i.e. if it continuously fails to bring up new nodes it should bail out

Option 1. These system type resources are going to have fairly narrow resource requirements - The defaults should be what is applicable to a standard small cluster (< 20 nodes)...
