Apparently it is not required: https://tracker.moodle.org/browse/MDL-81747
Many projects have recently dropped copyright years from statements. The data is available through VCS so it isn't necessary to manually add it.
@mattporritt / Brett, could you please confirm how to proceed with this policy? TIA :-)
