Use git-subrepo for the tools/ directory

These changes are just an "maybe something interesting to pursue", and not a finalized proposal. This should help us consolidate scripts (CMake, shell, Python, etc.) between libmongocrypt, mongocxx, and mongoc without manually copy-pasting changes.
