User settings show non-comprehensible locale

  1. View issue: If the browser is set to English (Accept-Language: en-US,en;q=0.5), the setting shows incorrectly "Deutsch" while the wiki is correctly in English.

  1. If the user once sets a locale in moin, the user can never revert to the standard setting of "browser-dependent". Maybe add a new option to the drop-down "browser-dependent" and select it, if no locale was set yet by the user?
