[GIBOC] LSGE and stlTools packages are barely used - remove?

LSGE is included but only fitplane is used. stlTools is used but just read/write are used (barely because they can be replaced by Matlab functions on Matlab 2020)

lscylinder also used from LSGE in STAPLE-talus. lsplane used in GIBOC-femur and tibia and STAPLE-foot
