streamline & synchronize dependencies

Hello, while working on https://github.com/conda-forge/staged-recipes/pull/17982 it turned out that the exact dependency stack of MNE-Connectivity is ill-specified: we find (partially conflicting) information in setup.py, requirements.txt, and the installation instructions. It would be nice if this could be synchronized or simplified.

Hi @hoechenberger do you know specifically which ones? I tried locally installing and it works fine.
