Thank you for your comments. As you note, lcms use wchar_t to store utf16 codes and this is the only assumption it does. This is clearly stated in the manual...
2.13 has some code to fix this issue. I left it open because it misses the write part, but the engine should now read and convert ICC's utf16 into utf32.
Also check the path, C language needs double slash \\ in strings.
