Native Windows UI? Using RAM, To Make Up For Not Having Enough VRAM?

will there ever be an option where you can just, run a normal .exe file, without having to run all these commands and stuff? if there is one could it be added to a list or something, i dont really like these browser only solutions, or having to download dependencies by hand from some random server which might go offline one day, i like to keep things portable, so that i can just, copy paste the whole folder and back it up easily

also im on a graphics card that has limited ram, on amd, will i ever be able to mix my graphics card with my ram, and my cpu all togheter to make the most out of what i have?
