Opening a layer by dragging it onto the Navigator interface

Dragging a file over the navigator interface should display a "drop to upload" prompt. Dropping will attempt to parse the file as a layer and open in a new tab if it is valid.
File dragging has proven to be more difficult than we thought. Since this issue doesn't add any new functionality (one can still upload a layer from the new-tab interface) we have decided to refocus development onto other, more important features.
