Enhanced update-apacheblocker.sh & install-apacheblocker.sh

With great thanks to Luke Taylor @lutaylor his improvements to my original rather crude update script it now does some proper checks if an update is needed first of all, then downloads it and also tests some curls against the local server to make sure the blocker is active and working. It also has a nifty backup function built in for those want to use it. Many thanks @lutaylor

Luke has also improved on my original install-apacheblocker.sh which now also makes installing a breeze.
