Problem with whitelist-ips.conf (Apache 2.4)

Hi all users

After some extensive testing to find out why TravisCI curl tests against the Version 2.4 of the blocker were failing I discovered one very silly mistake in the default whitelist-ips.conf include file.

I had mistakenly put Require ip 127.0.0.1 in that file merely as an example (but it was not commented out), unfortunately this causes, in some circumstances, the blocker to stop functioning entirely.

Please make sure your whitelist-ips.conf file only includes your actual IP addresses and refrain from using 127.0.0.1 in that include file.

Version 2.4 of the blocker is now 100% fixed and all include files where needed have been corrected.
