This is actually fixed in https://github.com/distribution/distribution/pull/3635

It's blocked and nobody really knows why. I'd like to get that one specific question that's blocking it sorted.

https://github.com/distribution/distribution/pull/3635 was merged last week so we can close this PR.

@kaovilai can your go fmt -s and push again?
