I need to pull in @thaJeztah here as he's the maintainer of `moby/moby` and the `reference` package is used at least in the image pull code: https://github.com/moby/moby/blob/d83ead84340ca8a586186a13d4d7169931593b5e/daemon/images/image_pull.go#L12
