Add automatic assign on PR

Why users cannot change/edit assigned on bugs item, or add reviewers on PR? Stop treating this repo as a closed project.

Analyze

• Automatically assign a bug on yourself gives an unreal triage of the items. Everything looks in progress, just what is possible to do gets done, and nobody else from the open source community jumps on board to help.
• NOT allowing a PR to have assigned slows down merge operation: As interested people can receive emails about it.

Plus, you just care about N minimum needed people to approve the PR, but I can add also my granma too as reviewers to let her know what I have done and get feedback.

Reviewers should be set automatically too (at least 1)
