Profile does not import from macOS to Ubuntu by URL

Testing #167161

  1. I exported my profile on macOS
  2. I imported it by pasting the URL on Ubuntu
  3. Prompted to sign into Github
  4. I was then stuck in an 'importing' state forever

Maybe related, I noticed the permissions prompt can create gists, but not read private gists:

The only error I noticed at trace level logs was a signature error on an extension:

Can you please set this internal setting extensions.verifySignature to false in default settings.json and retry?
