Steps to Reproduce:
- click Open a remote window button on the left bottom
- Select "Remote-Containers: Attach to Running Container..."
- Select the running container

I think this problem is caused by the download server being very slow.
Below is the manual download test screen. Download speed is getting slower.:

I found the ip address of MS server in US,
Try this address. 152.199.4.33 az764295.vo.msecnd.net
it works for me. I think there is a problem of server in Asia. In my case, the server is in Hongkong.
After downloading the vs code file, stop to use that ip. I'm not sure about the security of that ip.

It works for me, too. @Seungjong-Dev thanks for a stopgap solution.
Is this still an issue or does it look like the server went back to normal?
It's okay now
In my case it was a "http.proxy" that went temporarily down. Comment out that works. Write here in case someone forget they used a proxy and run into this.
