Transition into GH PR from github.dev is not very smooth

I am not sure how much is on us vs. them, but I see many things going on:

  • we open in the "Explorer" first and then go to the PR view (why not directly?)
  • the GH PR view undergoes many transitions of views until finally settling

Would be great if I would transition right into the stable UI

We'd need some work on github.dev and probably the Remote Hub extension to improve this. @joyceerhl FYI.
