support Korean and other localized documentation

I need to support 'Korean help document(tag, tutorial, ect......)' more than now~ PLZ~~

@ChungSangHee Thank you for your feedback. Currently, VS Code documentation site does not support localization (no language selection nor multi-lingual publishing). We may also localize the content if moved to docs.microsoft.com, but there is no plan for this at this time.

Closing old issue, not planning to localize the current version of the website. Localization will be considered in future versions of code.visualstudio.com
