[GB18030] The cursor is on the right of the Uyghur letter when adding a setting name with Uyghur letter

OS: Win10 Azure App Service Version: v0.24.9 GB18030: Uyghur

Repro Steps:

1. Expand a windows web app -> Right click the "Application Settings" node -> Click "Add New Setting..."-> Enter the name with Uyghur letter.
2. Check the result.

Expect: The cursor is on the left of the Uyghur letter.

Actual: The cursor is on the right of the Uyghur letter.
