OS: All Azure Resources extension: 20230215.1 App Service Extension Version: 0.24.7

Repro Steps:

1. Make sure there is no "Azure Databases" extension installed.
2. F1 -> Azure App Service: Add Database Connection to Web App.... -> Select a web app.
3. Check whether there is an "Install" button in the notification "You must have the 'Azure Databases' extension installed...".

Actual: There is no "Install" button in the notification.

Suggestion: Add an "Install" button in the notification.
