Investigate "Failed to get status of deployment" error when using local git deployment

Seems to come up for local git users and often on their first deployment after the app sits for a bit.

Checked telemetry and this is actually happening for about the same number of local git users vs. zipdeploy (but obviously is a higher percentage of local git users since there's fewer of those).
