roi_split: support arbitrary Polygon for roi

Now that we are using geopandas, we can easily support any arbitrary shapely Polygon: #2382

Backwards-incompatible changes

  • roi_sampler no longer supports BoundingBox roi, use shapely Polygon instead

Open questions

  • What should we do about time? Add a separate toi: pd.Interval parameter? We already have a time_series_split
