[Qualifiers] add a Xamarin.Android demo to match the Kotlin "Qualifiers"

The Kotlin Qualifiers example shows how to load resources specifically for Surface Duo using resource qualifier folders.

Add the equivalent project to the Xamarin.Android samples in this repo. Should be possible to bring images and XML from the source project.
