Create a Health Monitor dashboard

Summary

We'll need two types of measures: usage, and those that focus on platform health (reliability, performance, etc.). This issue is to account for the platform health measures.

Motivation

This is how we are able to detect platform issues, being notified of it when a threshold is met.

We have telemetry flowing starting in 0.76 and rolling into all future releases. But as that's new our data set is too small to start building the responsive dashboard quite yet. Will grow with time and then we'll return to this.
