better way to signal that there's no usable ICU package installed in the system

Describe what happened: tried every way to start a live collaboration session and it doesn't work. using the > Live Share: Start Collaboration Session (Share) yields a dialog that says 'liveshare.start' not found

What was your system configuration? Product and Version [VS/VSCode]: Version: 1.68.0 Commit: 4af164ea3a06f701fe3e89a2bcbb421d2026b68f Date: 2022-06-08T11:49:57.055Z Electron: 17.4.7 Chromium: 98.0.4758.141 Node.js: 16.13.0 V8: 9.8.177.13-electron.0 OS: Linux x64 5.19.2-1-default

OS Version[macOS/Windows]: openSUSE Tumbleweed Live Share Extension Version: v1.0.5695 Target Platform or Language [e.g. Node.js]: node.js

Steps to Reproduce / Scenario:

  1. Open a project
  2. try to live share

Please attach logs to this issue: *You can access them via the Live Share: Export Logs command from the command palette (ctrl + shift + p) and attach them to this issue

https://docs.microsoft.com/en-us/visualstudio/liveshare/reference/linux#tips-for-community-supported-distros for openSUSE Leap says it should be fixable by installing libopenssl1_0_0 gnome-keyring and that the prerequisite install script supports it yet it doesn't work. I'm on Tumbleweed but I have those packages installed and I don't think there'd be a great difference if they're named the same (specially libopenssl1_0_0)

We’ve made improvements in this area since this issue was filed (i.e. the vsls-agent process and associated .NET/Linux dependencies have been removed).
